Unfortunately to my knowledge, there isn't.
The guild leader has to be online to promote another member to that rank. Unless you talk to a GM or something, I don't think this can be done.
Petition a Game Master. They will look into how long it has been since your guild's leader logged on, and if it has been over 60 days, they will make you the guild leader.
This actually is possible. You need to put in an ingame ticket, explain to the wow gold GM that answers that the GL has been MIA for 2 months. They will research, and make a determination on transferring leadership.

Not exactly. It will probably be the next highest-ranking guild member, which may or may not be the poster.
As of late, it's generally given to whoever puts in the ticket, since it would be more time consuming to figure out who has been active in the past 30 days and who has not. Turning it over to the next in line might be giving it to someone who is also inactive.

And correction: The Guild Leader only has to be inactive for 30 days. It's a 2 step process - the GM turns the ticket over to the next tier for investigation. The last two times I've petitioned, it's taken wow gold about 48 hours.
